ASTRA is looking for a Contracts Administrator/Manager to provide contracts/subcontracts administration support. The Administrator will report directly to the CEO. This position is considered a hands-on position which requires solid experience in every aspect of Government contracting, from proposal preparation to contract closeout.В The candidate will help with cost and pricing, proposal preparation and submission, contract negotiation, customer contact activities such as execution of teaming and subcontract agreements, contract administration, and contract closeouts to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, acquisition guidelines and federal government acquisition regulations (FAR/DFARS), and customer specifications. Under minimal supervision, this person assists the CEO in administering contracts, related subcontracts, reviewing SOWs, evaluation of contract and subcontract performance for compliance with terms and conditions, and advises on requirements of applicable portions of the Statement of Work. They will research regulations, review and administer contract and subcontract modifications, and audit Contract Department activities as assigned. This position will also examine estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Additional responsibilities include preparing progress, financial and other reports; advising management of contract requirements, contractual rights and obligations; compiling/analyzing data; establishing and maintaining contract file system and historical information on all contracts. Responsibilities will include both pre-award and post-award activities, while providing expertise in matters related to government contracting for multiple government agencies. He or she will be expected to negotiate and finalize contract documents with government contracting officers, and other contractual points of contact. The candidate will be responsible for a portfolio of contracts ensuring compliance with all related regulations. The Administrator will act as a single point of contact for internal customers and government representatives, and will regularly interact with business development, program/project managers, finance/accounting, HR and senior management concerning issue resolution. They will be ASTRAs primary contact with DCAA and DCMA. Their actions and decisions will have a significant positive impact on the success of the company, due to creation of significant new business opportunities, critical mission successes, emerging technology breakthroughs, and state-of-the-art improvements in processes or methods. Completed work is assessed, through consultation and agreement with management, for desired results and long term contributions to the company.
This person must have a strong background in the government subcontracting process, preferably from proposal preparation to contract closeout. The desired candidate must be knowledgeable about the FAR, familiar with the government contract bidding process, contract negotiations and contract cost/financial management.В They will be skilled in identifying contractual problems and taking appropriate action to ensure a satisfactory resolution. They will have functional experience and expertise in the review of NDAs, teaming agreements, subcontracts, as well as analysis of RFPs and solicitations, pricing, and contract terms and conditions and preparation of price proposals.
Since ASTRA is a small business, willingness to also help with production and monitoring of purchase orders, invoices, Government property administration, travel approval, travel claims and office management will be a plus.
